Operator Responsibilities

To protect the public health and environment, MDEQ requires that certified operators are directly responsible for the operation of water treatment plants and water distribution systems. The following is an outline of operator responsibilities adapted from MDEQ information:

  • Understand and prevent what may endanger a safe drinking water supply.
  • Operate equipment purchased at public or user expense to provide safe drinking water in adequate supply.
  • Assure newly installed or repaired equipment or systems meet legal requirements adopted to protect the public health and environment.
  • Develop a system maintenance program and keep records of maintenance activities.
  • Diagnose and take corrective action for system irregularities and malfunctions.
  • Calculate chemical application rates in order to protect public health.
  • Sample, monitor, and keep records to meet legal requirements.
  • Report sampling and monitoring results to appropriate regulatory agencies.
  • Interact positively with system users and regulatory agency personnel.
  • Issue notice to users when the system is not in compliance and/or there is a health risk.
  • Notify MDEQ of the termination of your responsibilities to a system and advise your replacement that he/she requires certification.
